Dear Sir/Madam:

The attached "Notice of Preparation" (NOP) has been issued regarding the application of the Pebble Beach Company to develop its land in the Del Monte Forest. This development application is generally consistent with the provisions of Measure "A" -- the recent voter-approved initiative.

The NOP is required to inform appropriate public agencies that the County of Monterey is now beginning the preparation of an Environmental Impact Report (EIR) for this development as required pursuant to the California Environmental Quality Act (CEQA). Through this process these agencies may respond regarding the adequacy of the scope of work for the EIR related to their particular area of concern or permitting authority. A copy of an "Initial Study" outlining the County's overview of the environmental impacts of the project is being sent along with this Notice of Preparation to the Association of Bay Area Governments, the State Clearinghouse, as well as responsible and trustee governmental agencies.

Although the County will not specifically respond to public comments on the NOP, public comments will be entered into the record and considered in the context of preparing an adequate scope of work for the EIR.

You have been sent a copy of this NOP due to your known interest in this development. If you would like a copy of the Initial Study, or would like additional information, please contact Project Planner Thorn McCue at 831-883-7528. NOTICE OF PREPARATION

February 20, 2002

Dear Sir/Madam:

The County of Monterey will be the Lead Agency and will prepare an Environmental Impact Report for the Pebble Beach Company (EIR # 9570) to allow the following:

  • Construction of a new 18-hole golf course on the existing Equestrian Center site.
  • Relocation of existing Equestrian Center to the Sawmill Borrow site.
  • Construction of a total of 160 new visitor-serving suites at the new golf course, Spanish Bay, and the Pebble Beach Lodge.
  • Addition to the existing Spanish Bay Inn and Lodge at Pebble Beach to include additional hospitality and meeting space.
  • Construction of a new driving range and golf teaching facility at the Spanish Bay Resort.
  • Creation of 33 residential lots and construction of 66 employee housing units.
  • Designation of 273 acres of permanent open space forest lands.
  • Relocation of existing trails segments and construction of new trails segments for a net increase of 2.5 miles of new trails.
  • Road and infrastructure improvements, including an upgrade to the Highway l/Highway 68/ 17-Mile Drive intersection.

We need to know the views of your agency as to the scope and content of the environmental information which is germane to your agency's statutory responsibilities in connection with the proposed project. Your agency may need to use this EIR when considering your permit or other approval for the project.

The EIR is proposed to focus on the items listed in the attached Initial Study. This document will also analyze the changes in the land use plan policies and designations which have been made by the voter-approved initiative Measure "A", as implemented through this project. A project description and location map are included in the initial study. If you need more information, please contact us.

If you wish to have additional information discussed in the EIR, please submit your comments in writing within 45 days of receipt of this letter. Your response must include reasons why this information is necessary.

Please send your response to me at the address shown above. If we do not hear from you within 45 days we will assume that you agree with the County's proposal regarding the EIR. Thank you.
