My name is Shepner. I have resided on Lookout Road in Pebble Beach for 22 years.

The Forest Lake reservior, which has now been empty for more than a year, will be an essential factor in the implementation of Measure A. It is immediately above many homes. At its inception, some 100 years ago, there were few if any homes near Forest Lake. Now it is centered and above one of the most heavily populated areas of Pebble Beach. The dangers to adjacent residents, inherent with the use of this reservoir, should be an issue addressed in the EIR.

The availability of water for Measure A and the wastewater of suitable quality for the proposed new golf course and all of the other golf courses in Pebble Beach should also be an issue addressed by the EIR. Currently under water Plan B, if implemented, it would provide no additional water for any build out. The current supply of wastewater is not adequate and potable water must be used to protect these valuable tourist attractions. The excessive sodium content of the wastewater is endangering the courses.

Pacific Grove must now wait for its planned supply of wastewater. We all must wait for the project to come up with the financing for costly improvements to an inadequate and improperly engineered wastewater system.

The implementation of the Measure A project and its financing is entirely dependent upon what is now an inadqquate wastewater system. This should be a serious issue of concern for the EIR.

Since 9/11, the overall safety of the area and the increased danger caused by the concentration of the Measure A development in small areas must be an issue of concern for the EIR. Thank you.
