PEBBLE BEACH CO. PROPOSAL TO SELL "ENTITLED" WATER

The Pebble Beach company's proposal to the Water Management District (The Herald, Nov. 25) represents poor public policy. It would set up a seconday water market, not provided for in the district's enabling legislation, based on unacceptably inflated prices, which would encourage new demand.

Pebble Beach residents presently on the water waiting list would be denied access to water allocation at the going district rate.

Since the Public Utilities commission has included the use of reclaimed water in its alternative plan B, the expansion and enhancement costs to complete the forest reclamation project should be born by the district and Cal-Am. This should lead to the future restriction of all Peninsula golf courses to the use of reclaimed water.

Finally, this would afford the Pebble Beach Company an opportunity to reaffirm its commitment to the community by releasing unneeded entitlement water to the district as a contribution to the water deficiency account
